Under his leadership, LFC has expanded its revenue by more than 500% annually and partnered with dozens of national and regional organizations like the California State University system, the U.S. AmeriCorps, Department of Aging, and California’s Workability Program. Stephen’s extensive managerial, policy, and technical background includes senior leadership roles at California nonprofits, the U.S. Department of Defense, and the Northrop Grumman Corporation. He has created and directed programs for US government agencies with combined budgets exceeding $60 million.

His innovative work in simulation and modeling large-scale social systems, modernizing enterprise architecture development, and advancing national security has garnered multiple accolades, including commendations from the U.S. Undersecretary of Defense for his creation of groundbreaking international collaboration tools. As a principal investigator and civilian professor at the Naval Postgraduate School, Stephen established several grant-funded programs, led teams of subject matter experts and software developers, and received the National Security Institute (NSI) Scholar Award.
